The new coalition Government formed by National, ACT and NZ First has been announced.

Each of the two minor parties made their own agreement with National, and these two deals are reproduced in full here:

ACT and National policy point highlights:

In the ACT and National party agreement, the coalition agreed to support ACT’s Treaty Principles Bill through the first of three readings in Parliament. That would mean a select committee would be asked to take submissions about the bill, which aims to redefine the principles of Te Tiriti o Waitangi.

Under the agreement there will be a new ministerial portfolio for regulation. It also says a new government department will be established to assess the quality of new and existing legislation and regulation, funded by disestablishing the Productivity Commission and consolidating regulatory work across the public sector where appropriate.

The Reserve Bank’s remit will be narrowed with it focusing on price stability, and advice will be sought on replacing “medium term” with specific time targets.

In the agreement, there will be changes made to firearms laws with the Arms Act 1983 to be rewritten for “greater protection of public safety”, and also with repeal of legislation relating to clubs and ranges.

In the coalition agreement with NZ First, the coalition has agreed to review all legislation – apart from Treaty settlement acts – to remove references to “the principles of the Treaty of Waitangi” from law.

The coalition agreement said it would replace such references “with specific words relating to the relevance and application of the Treaty, or repeal the references”.

In addition, NZ First has secured a new inquiry into the Government’s Covid-19 response, with the coalition agreeing to urgently establish a “full-scale, wide-ranging, independent inquiry.

And a​​​ccording to National’s agreement with NZ First, “Tax relief will be progressed as set out in National’s Tax Plan, but will not include a repeal of the foreign buyer’s residential property ban, with income tax reductions coming into force from 1 July 2024.”
